14.05 GAME WARM-UPS - Each team is to supply the warm-ups pucks (with a minimum of 24 pucks per team). A 15-minute warm-up is allowed that must start 30 minutes prior to game time. Either the referee or a linesman will be present as observers during the warm-up time and have the power to enforce warm-up or rule violations. A buzzer will sound with 3 minutes left before game or each period is to start. All teams must ensure that the timekeepers are aware of this league requirement and a buzzer or warning system is in place to alert both teams.

14.06 NUMBER OF PLAYERS DRESSED

a) The maximum number of players allowed to participate will be 20, 2 of whom must be goaltenders. This applies for warm-ups and games.

CONSTITUTIONAL BYLAWS

1.01 The name of the league shall be known as the Prairie Junior Hockey League, here and after referred to as the PJHL.

1.02 All team members are entitled to use the logo of the PJHL on their team jackets and team uniforms with the written consent of the league president.

ARTICLE 2 - PURPOSE AND OBJECTIVES

2.01 To control, improve and foster amateur junior hockey in the area it embraces within the framework of the Saskatchewan Hockey Association (hereafter referred to as the SHA).

2.02 The league shall be considered a developmental league, striving to develop the total hockey player and official including the social, educational and physical needs.

2.03 The league shall not operate for profit, although yearly surpluses may be forwarded into the next hockey season.

3.01 LEAGUE MEMBERS - The members shall each maintain and operate a hockey team of the highest possible caliber for the purpose of engaging annually in a regular season schedule and playoffs games with teams of other members.

a) That the PJHL Board hereby understand and agree and assure all present teams of the PJHL that they cannot have their franchises taken from them or be dismissed from the PJHL other than for a violation of the Constitution.

b) MAILING ADDRESS OF TEAMS AND EXECUTIVE
     This would also include phone numbers (resident, business, cell and fax) and e-mail addresses. If a change is made to any of the above, everyone is informed of the changes.

c) TEAM OFFICIAL RESPONSIBLE FOR CORRESPONDING TO THE LEAGUE:

i)   Must be named prior to July 30^th of the current hockey season.

ii)   Must be a carded team official.

iii) Must have a phone with call display and/or message manager at their residence or have a cell phone that they carry with them and is turned on.

iv) Must have a fax machine and/or a computer with a valid email address at their residence, which is monitored regularly (at least once a day).

v) Must be one of the following: General Manager, General Manager/Coach, President or Team Governor.

vi) In the event that, the Team Official fails to respond to correspondence in a reasonable time, the PJHL President may make the decision for that team.

vii) Failure to respond by the due date and time will result in a $ 50.00 team fine.

3.02 Members in the league shall be as herein designated:

3.03 NEW MEMBERSHIP - Membership may be acquired by written application to the President of the league. This application must be made within 30 days prior to the annual meeting. Included with the application will be a deposit of a $ 500.00 bank draft or certified cheque to guarantee the applicant makes a formal presentation. If the league accepts the application the $ 500.00 will be applied towards the team’s performance bond. If the league rejects the application the $ 500.00 will be refunded to the applicant. Each new application must make a formal presentation to the league at the annual meeting. If a formal presentation is not made the $ 500.00 is not refundable. The payment of the remaining fees is required by May 31st. An acceptance of a franchise requires 2/3 league approval. The application should include:

a)   A description of the organization, financial status and home rink of the applicant.

b)   The city or town in which the club of the applicant is to be located.

c)   A statement that upon and in consideration of election to membership, the applicant will subscribe to and agree to be bound by these bylaws and all amendments thereto and all the rules and regulations of the league (PJHL).

d) Upon acceptance of franchise to the league, the following conditions must be met:

i) That all financial obligations are met;

ii) That all bylaws and rules & regulations of the constitution are met;

iii) That a $1,500 performance bond be paid with $500 returned after the one year’s probation has been removed;

iv) That a franchise fee of $10,000.00 be paid which is non-refundable.

v) That a website fee of $ 500.00 be paid which is non-refundable.

vi) The performance bond, franchise fee and website fee must be paid by May 31^st.

vii) A minimum of (1) one year probation for a new team, the probation will be discussed at following AGM and may be removed at the members’ discretion.

viii) New franchises will not receive any voting rights until any and all monies due (performance bond, website fee, and new franchise fees) are paid in full to the League office.

e) Unusual Situation – In the case of an unusual situation, where a potential new application requires a shorter time frame to apply to the league for team status, the President may call an emergency meeting with one representative for each team to decide on the situation presented.

3.04 TRANSFER OF MEMBERSHIP - No membership may be sold, assigned or otherwise transferred except:

a) With the consent of the 2/3 majority of league members;

b) Upon the condition that the transferee will at all times be bound by and comply with all the terms, provisions and conditions of these bylaws, the rules and regulations of the league; and

c) Upon the further condition that the transferee will assume or guarantee to pay all debts, liabilities and obligations of the transferor member, existing at the date of transfer. Transfer of membership shall not release the transferor of any of its debts, liabilities or obligations to the league existing at the date of transfer. Upon transfer of membership, any and all interest of the transferor in and all funds and other assets of the league shall vest in the transferee.

d) A transfer fee in the amount of one thousand dollars ($1,000.00) will be due and payable to the League by the transferee upon approval of the transfer of ownership.
e) A minimum of (1) one year probation for a transferred team, the probation will be discussed at following AGM and may be removed at the members’ discretion.

f) The Transfer of membership shall not release the transferor of any of its debts, liabilities or obligations to the League existing at the date of transfer.

3.05 LEAVE OF ABSENCE - A leave of absence may be granted to any member team subject to the following conditions:

a) The leave must be applied for by April 15 of the current playing season.

b) The leave must be approved by a 2/3 majority of all PJHL active members.

c) Any leave of absence will be in effect for one year only and cannot be
    renewed for the following playing season.

d) Notification to return to active status must be received by the League Office no later than March 31 of the year they are absent from the league.

e) League fees totaling 70% of the team assessment and are responsible for any other costs the League incurs as a result of the Leave. These fees musts be submitted when assessments are due for that playing season.

f) Roster of a team being granted a leave of absence.

i) The entire roster will be dispersed of, via a League-wide Dispersal Draft.

ii) The team being granted a leave of absence may protect five (5) players from their current roster. This must be submitted in writing to the President one (1) week prior to the League-wide Dispersal Draft.

iii) The protected players must return to their original team when they return to active status.

iv) All remaining players that have been drafted will no longer have any ties to the franchise being granted a leave of absence.

g) Any team failing to meet any of the above conditions will face termination if agreed upon by a two-thirds (2/3) majority of league members.

3.06 VOLUNTARY WITHDRAWAL - Any member of the league may withdraw from membership by tendering its written resignation to the President and by making full payment of any and all dues or other debts owing to the league. Said written resignation from membership must be filed with the President of the league
     by April 15^th, prior to the annual meeting of that same year. Should the withdrawing member fail to comply with any of the above provisions, the League shall be entitled to retain, as it’s sole property the withdrawing Member’s forfeit bond and any of the League’s Assets that the withdrawing member maybe entitled to receive based on a pro rata share of the assets as of the 2007-2008 season.

3.07 INVOLUNTARY TERMINATION
a) The membership of a member shall terminate automatically if the members shall do or suffer any of the following;
i) Make an assignment for the benefit of its creditors, or file a voluntary petition in bankruptcy or be adjudicated as bankrupt, or if a receiver or trustee in bankruptcy is appointed for the properties and assets of the Member, or if reorganization proceedings under any Bankruptcy Act are instituted by or against the member

b) The membership of a Member and/or the membership of its officials may be suspended or terminated by a vote of two-thirds (2/3) of all members of the League, if the member and/or the membership of its officials shall do or suffer any of the following;

i) Willfully violate the provisions of these By-Laws or the Rules and Regulations of the League.

ii) Fail to pay any dues or other indebtedness owing to the League within thirty (30) days after written notice from the League of default in such payment.

iii) Fail or refuse to fulfill its contractual obligations in such a way as to affect adversely the League or its members.

iv) Disband its team; disband its business organization or cease its business during the League Season (start of the regular season to the final game of the provincial final).

v) Fail to present its team at the time and place it is schedule to play during the League Season (start of the regular season to the final game of the provincial final). Unless such fortune is caused by unavoidable accident in travel or conditions beyond the control of the Member or its officers.

3.08 TERMINATION PROCEDURE – The membership of a Member may be suspended or terminated on the occurrence of any of the events described in Article 3.07 (b), hereof, by the following procedure:

a) Any member of the League or the President may prefer charges that a member has violated a provision or provisions of Article 3.07 (b). Said charges shall be made in writing and shall be filed with the President of the League, who shall cause a copy thereof to be served by registered mail, FAX, or electronic message upon the member against whom such charges have been made.

b) The member so charged shall within ten (10) days after receipt of the charges, file with the President its written answer thereto. The President shall thereupon transmit such charges and answer to the Members of the League.

c) The President, after investigation, favor a hearing upon the charges, the President will call a special meeting of the League to hear the charges, to be held not more than twenty (20) days after the filing of the accused member.

d) After duly considering all of the evidence, the meeting shall vote upon the questions as to whether the charge has been sustained in whole or in part. The affirmative vote of two-thirds (2/3) of the Members of the League shall be required to sustain the charge in whole or in part.

e) If the meeting votes to sustain the charges, a vote shall next be taken on the questions as to whether the member charged should be expelled from the League. The affirmative vote of two-thirds (2/3) of the Members of the League shall be required for expulsion.

f) The decision of the League, made in accordance with the foregoing procedure shall be final and binding.

3.09 FINES IN LIEU OF TERMINATION – Upon conviction of any offences set forth in Article 3.06 (b), two-thirds (2/3) of the members of the League may, in lieu of suspending or terminating the membership of a member and/or the membership of any of its officials, impose such a fines as shall be considered commensurate with the offence and injury, which fine may be made payable in whole or in part, to any other member(s) as compensation to such member(s) for damages sustained by it or them by reason of such act or acts of omission or commission by such offending member. These fines will be as follows

a) Pay a league fine of $3,000.00 for league expenses as a result of cancelled games.

b) Pay a fine of each member team, based on the following criteria: $500.00 for each defaulted away game and $200.00 for each defaulted home game and any other expenses incurred by the traveling team (i.e. bus rental, meals and accommodations).

c) Re-pay any other outstanding league fees, fines or any other financial commitments to the league or member teams as determined by the membership.

3.10 LEAGUE FEES - The league fee for each team shall be set at the annual meeting (with the exception of the registration costs of SHA, which shall be added on.)

a) The league executive will present a draft proposed budget for the upcoming year at each annual meeting. The members will review this budget and determine member league fees and special assessments based on a clear understanding of the financial well being of the league’s current financial report and draft budget.

b) Leagues fees will be due IN FULL prior to October 1^st. The payment of league fees must be in the hands of an officer of the league by October 1^st. If the league fees are LATE, there will be an assessment of $ 100.00 on October 2^nd and if it is not paid by October 15^th there will be an assessment of $ 100.00 per day, until the league fees are collected.
     League fees for extra cards are due in FULL prior to March 1^st. The payment of league fees for extra cards must be in the hands of an officer of the league by March 1^st. If the league fees for extra cards are LATE, there will be an assessment of $ 100.00 on March 2^nd and if it is not paid by March 8^th there will be an assessment of $ 100.00 per day, until the league fees for extra cards are collected.

c) No team shall be entitled to be represented and/or have voting privileges at the AGM or any other special meeting of this league unless its financial commitments to the league are fully paid and they are deemed to be in good standing with the league. The financial commitments will be paid in full if the league has received a Certified Cheque or the league has deposited a cheque into the leagues bank account and it has cleared. The financial commitment for a new franchise includes the payment of the performance bond, franchise fee and website fee [3.03 (d)]. The financial commitment for a transfer of membership is the transfer fee [4.04 (d)].

d) The PJHL will give financial assistance to the league championship team attending Western Canadians, who is not a host team. If the host is the league champion, then the PJHL will give financial assistance to the Saskatchewan representative attending the Western Canadians. The amount presented will be based on the number of member PJHL teams, at $500.00 per team, when the Western Canadians are in Alberta, Saskatchewan and Manitoba. (Example 12 teams = $6000.00) The amount presented will be based on the number of member PJHL teams, at $750.00 per team, when the Western Canadians are in British Columbia and North Western Ontario. (Example 12 teams = $9000.00). Based on a contribution of $ 600.00 per team every year.

e) The SHA will give financial assistance to the Provincial Championship team attending Western Canadians.

ARTICLE 4 - EXECUTIVE OFFICERS

4.01 LEAGUE EXECUTIVE - The league executive and officers shall consist of the following:

a) President
b) Vice President – Discipline
c) Vice President – Finance
d) Vice President - Marketing
e) Vice President – Hockey Operations
f) Director of Officials
g) Member(s) at Large (maximum of 2)
h) Statistician/Webmaster

4.02 The members of the league shall be the governing body of the league and shall annually elect the league executive and officers at the annual meeting by a majority vote of 2/3 of the members of the league. Any officer may be removed at any time by a majority of 2/3 of the members of the league.
4.03 The signing authority shall be any two of the following:

a) President
b) Vice President – Discipline
c) Vice President – Finance
d) Vice President - Marketing
e) Vice President – Hockey Operations
f) Director of Officials
g) Member(s) at Large (maximum of 2)
h) Statistician/Webmaster

4.04 HONORARIUMS - Honorariums for the Executive will be set each year as determined by the league at the Annual General Meeting. The honorariums will be paid by April 30^th.

4.05 MILEAGE - Any executive member having to travel to another centre for league business shall be paid the per kilometer rate as per SHA regulations as per the current year.

5.01 MANAGEMENT COMMITTEE - The league management committee shall consist of four (4) members, two (2) from the Bob Dybvig Division and two (2) from the Bill Johnston Division. Its role shall be to ensure efficient and effective administration of league executive members in the execution of their duties in accordance to the PJHL Constitution and Bylaws.

a) The members of the league shall elect the management committee annually at the AGM.

b) League members shall contact any Management Committee member with concerns. The committee will discuss the issue and if warranted the Spokesperson shall contact the League President to discuss and resolve the issue.

c) If the Spokesperson and the President can not resolve the issue, then a conference call shall be initiated by the Management Committee Spokesperson between the following: all Management Committee members, League President and the League Vice-President(s). If necessary, a vote shall be taken between the aforementioned to resolve. Prior to the conference call, Management Committee members will canvas all league members for input on these situations. All decisions shall be final and binding.

d) All appeals will be heard by the President and the Management committee. An appeal fee of $100.00 will apply. All appeals will be handled within 48 hours. All discussions can be appealed to the SHA as per Constitution guidelines.

5.02 NOMINATION COMMITTEE - The Nomination Committee will consist of two (2) league members and will rotate on an annual basis.

     a) Current members of the PJHL League Executive must notify the nominations committee of their intentions for the upcoming season a minimum of 21 days prior to the AGM .

b) The nomination committee will notify all member clubs of these intentions (by fax)

c) Any new nominations for executive positions must be submitted to the nomination committee a minimum of seven (7) days prior to the PJHL AGM .

     d) The nomination Committee will then notify all member clubs of the individuals who wish to run for league office.

     e) The nomination Committee will conduct the Election of Executive Officers at the League’s AGM . A two-thirds (2/3) majority is needed to appoint the Executive.

     f) The Nomination Committee will use a secret ballot my League Members if necessary.

5.03 SPONSORSHIP AND ADVERTISING COMMITTEE – The Sponsorship and Advertising Committee will consist of three (3) members, one (1) from the Bob Dybvig Division and one (1) from the Bill Johnston Division and one (1) from the Management Committee. To seek out Corporate Sponsorship for the PJHL, to benefit all members and further enhance the future viability of all member teams and the PJHL. To work as a committee to formulate a sponsorship package that will give value to the sponsor through various sponsorship and advertising opportunities determined by the committee and approved by the Management Committee and the League members. A 10% commission will be paid out to the individual who secures a new sponsorship. An addition 5% will be paid for administering the sponsorship commitments.

STATISTICIAN DUTIES

a) The Statistician shall review all game sheets for accuracy within seven days.

b) The Statistician shall forward electronic copies of the PJHL team and player statistics to the TV, Radio and Newspaper media every Monday.

WEBMASTER DUTIES

a) The Webmaster shall publish front page stories and photos, player transactions and league suspensions on the website.

b) The Webmaster shall enter the exhibition schedule, regular season schedule and playoff schedule on the PJHL website.

c) The Webmaster shall enter team rosters, player photos and player information on the PJHL website, from a designated team official.

d) The Webmaster shall enter any approved articles and information submitted by the president.

ARTICLE 6 - DUTIES AND POWERS OF THE EXECUTIVE

6.01 To conduct the business of the league in its entirety between annual meetings and to have complete control of hockey activities within its membership.

6.02 To present to the Member Franchises any team making proper application to the league or leave of absence from the league and whereas the Member Franchises shall vote on acceptance or rejection of such applications.

6.03 To discuss all actions including suspensions, etc. regarding any team, coach, manager, player, team official and act upon application for reinstatement by same.

6.04 To suspend or expel any club, coach, manager, player or team official for refusing to accept and obey the rulings of the executive for any proven foul play of unfair or unsportsmanlike conduct, individual or collectively, at any place where hockey is being played or at any meeting.

6.05 The President and/or Vice President – Discipline shall receive and in consultation with the executive, deal with all matters of discipline, enacting such suspensions or other disciplinary action as may be deemed necessary and notify in writing and/or verbally to the people or team involved. Also to be e-mailed to all teams and posted on the Web Page.

6.06 The President and/or Vice President – Discipline shall have the authority to deal with all disciplinary action as a result of any major penalties or incidents on or off ice before, during, or after a PJHL game taken by a player, coach or team official or game official.

6.07 To act as sole custodian of all league trophies, be the judge as to where such trophies shall be stored and maintained, accept or refuse any new trophies and purchase any new trophies for competition if deemed advisable.

6.08 Shall act as custodian of all league trophies; to accept any new trophies and to purchase new trophies for the hockey competition if deemed advisable.

6.09 To procure and make available a copy of the constitution and rules and regulations to each member.

6.10 To supply, at the expense of the league, a copy of the constitution, rules and regulations, a supply of referee reports, score sheets and other required information to each league member and executive members.

6.11 Executive Protocol – In case of any member of the executive be unavailable for any reason the following chain of command will apply;

a) President
b) Vice-President
i) Independent and non-affiliated Vice President shall be the first designate.
c) Management Committee

6.12 Response Time - The PJHL Executive Members are responsible to respond to any
questions that deal with the league within 48 hours or less.

ARTICLE 7 - DUTIES OF THE PRESIDENT

7.01 The President shall be the chief Executive Officer of the league. He/she shall have general and active management of the business of the league and shall see that all orders and resolution of the members of the league are carried into effect; to represent any and all of the executive on any occasion and be responsible to his/her executive for the same.

7.02 To call meetings whenever deemed necessary or by written request of the majority of the league members.
7.03 The President shall have the care and custody of the official records and papers of the league. He shall issue all official notices and attend to all necessary correspondence. Further, he shall prepare and furnish such reports as may be called for the by the members of the league.

7.04 The President shall receive and, in consultation with the executive, deal with protests as per SHA Handbook.

7.05 President or his appointed Executive Representative must attend the SHA’s Annual General Meeting ( AGM ) and must e-mail a report to all members, one (1) week following the SHA’s AGM .

8.01 In the absence of the President or at the request of the President, the Vice-President shall have all powers and perform all the duties of the President.

8.02 Shall perform such other executive duties as the President may from time to time request.

8.03 Shall send notices to league members when directed to do so by the President.

8.04 To keep such statistics at the request of the President from time to time.

8.05 The Vice President – Discipline shall have the authority to deal with all disciplinary action as a result of any major penalties or incidents on or off ice before, during, or after a PJHL game taken by a player, coach or team official or game official.

8.06 The Vice President – Finance

a) Shall attend to all correspondence, record all receipts and payments, deposit all moneys received in a bank of the league’s choice, pay all accounts of the league as directed by the Executive and prepare a statement of receipts and payments to be presented at each meeting. That an audited financial statement be made for the annual meeting.

8.07 The Vice President – Hockey Operations will be responsible for all player tracking in the PJHL and shall record and track all, cardings, trade and releases of players in the PJHL as per regulations.

Any team failing to inform the Vice President, in writing, of all cardings, trades, and releases of players, prior to a player participating in a game, according to PJHL regulations will be subject to a fine of $50.00. All teams shall be notified of any trades or releases of carded players. So our teams in this league have the availability to players being released. All terms & conditions must accompany the trade.

8.08 The Vice President – Marketing will be responsible for securing corporate sponsorship for the league, maintaining the conditions of the partnerships, and producing content for league social media.

ARTICLE 9 – DUTIES OF THE DIRECTOR OF OFFICIALS

9.01 Shall be responsible for development of officials in the PJHL.

9.02 Shall receive and deal with all matters requiring disciplinary action of the game officials and forward to the SHA Referee in Chief and the PJHL Executive.

9.03 Shall ensure league passes be made available to all members of the officiating program.

9.04 Shall make the decision on how official assignments will be handled.

9.05 Approve any assignor’s fees before payment.

9.06 Shall ensure all officials used be registered for the year that they are officiating.

9.07 The Director of Officials will provide a report at annual meetings including matters such as game assignments, number of supervisions and discipline issues. Communications in these regards will remain open throughout the year between the Director of Officials and League Executive.

9.08 Shall provide a PJHL Officials Manual for all officials working in the PJHL including
the different rules, expectations, protocol and any other league related issues.

10.01 ANNUAL GENERAL MEETING - The annual meeting of the league shall be held on or before the last weekend in April, at a date, time and place to be fixed by the President. The annual meeting will be open to all members.

a) Election of new executive shall take place at the AGM as per article 5.02.

b) Discussion on League Fees shall take place at the AGM as per Article 3.09.

c) The AGM will be held in Saskatoon on even numbered years and in Regina on odd numbered years.

10.02 SCHEDULE MEETING – The schedule meetings shall be held on a date set at the AGM .
The Scheduling will be held in Saskatoon on odd numbered years and in Regina on even numbered years.

10.03 JANUARY SEMI-ANNUAL MEETING – The meeting shall be held on a date set at the AGM and tied to the All-Star game.

10.04 SPECIAL MEETINGS - Special meetings of the league may be called by the President at any time and shall be called by him/her whenever requested by a majority of the league members, by verbal communication.
10.05 UNATTENDED MEETINGS - A fine of $500.00 will be assessed to any team, which is not represented at any league meeting. If the same team is not represented at a second league meeting within the same year a fine of $ 1,000.00 will be assessed. The fines are at the discretion of the president.

10.06 NOTICES OF MOTION - Notices shall set forth any proposed amendments to these bylaws or to the rules and regulation.

a) The notices are to be presented to the annual meeting and must be in the hands of the President by March 15^th for the annual meeting.

b) If the notices are to be presented at the Scheduling Meeting or the January Semi-Annual Meeting, the notices must be in the hands of the president 30 days prior to the meeting date.

c) Notices of proposed amendments to these bylaws or the rules and regulations are to be presented to the members ten (10) days in advance of any meeting.

10.07 AMENDMENTS – Any amendments to the bylaws or rules and regulations may be amended by a vote of two-thirds (2/3) majority of all members of the league, at the AGM, the Scheduling Meeting and the January Semi-Annual Meeting.

a) Exception - The member clubs do have the right to change any of the general rules, regulations and bylaws at any other special meeting with the unanimous consent from all member clubs present at the meeting. There must be at least 75% of the member clubs present at the meeting. Any amendment of the general rules, regulations and bylaws at any other special meeting may be amended by a vote of 75% of those member clubs present at the meeting.

b) The PJHL Executive and managers will review any rule changes made by the SJHL and offer opportunity to implement those rules at any time during the season.

c) The Appendixes at the back of the PJHL Handbook are general information and guidelines. They can be changed by a vote of two-thirds (2/3) majority of all members of the league at anytime. If necessary, any portion could be changed at any meeting, by a conference call or a response to the league executive by means of an email or fax.

d) The Appendixes shall include League Executive, Management Committee, Nomination Committee, and League Format for the playing season, PJHL Contacts and PJHL Dates to Remember.

10.08 MEETING QUORUM - At all meetings, a quorum shall consist of 50 % plus one (1) of the member clubs.

10.09 MINUTES OF MEETINGS (2024 AGM)

The meeting minutes of all meetings be out to the members within 4 weeks of meeting.

Any motion passed at a meeting of the members will be for that year and that year only.

If it is a Proposed Amendment to the bylaws or rules and rules and regulations and is passed by the members it will become part of the PJHL handbook under Constitution, Rules and Regulations.

10.10 VOTING RIGHTS AT LEAGUE MEETINGS

a) Each member/team has one (1) vote.

b) A member/team must be an active member to have a vote. A member/team that has taken a “Leave of Absence” is a non-active member and does not receive a vote.

c) Motions may be moved and seconded by any member/team representative or Executive Officer.

ARTICLE 11 - HARASSMENT POLICY

11.01 HARASSMENT - The PJHL will not tolerate abuse or harassment of any nature to any player, team or league official and fully supports the Hockey Canada Harassment and Abuse Policies.

11.02 The PJHL requires that all teams having membership in the league (PJHL) provide documentation by September 1 of each season that indicates they are satisfied that the staff and volunteers associated with their teams have an acceptable background by their community standard for their position of trust.

11.03 CRIMINAL RECORD CHECK – The Criminal Record Check will be completed by October 31^st of each season. The team officials (coach, manager, trainer and president) must submit a Criminal Record Check to the league office each season. Criminal Record Checks will be sent to Hockey Saskatchewan for their assessment.

12.02 The League will select a location that all of the main trophies are to be stored.

12.03 As a part of the League’s annual budget, the League will allow for the upkeep of the Annual Trophies and to purchase the keeper plaques that are an awarded to the individual players. The League will also purchase championship Banners for 1^st Place Regular Season (both division) and Division Champions.
12.04 The President shall award League Trophies at a place and time selected by the members.

12.05 PJHL Awards

a) Individual Player Awards

     Teams will nominate players from their own team for league awards. An awards committee will decide on the winners. The awards committee will be appointed by the PJHL Executive.

b) All-Star Team Awards

     A Bob Dybvig Division All-Star team and a Bill Johnston Division All-Star team will be named.
     Definition: A “ROOKIE” is a player in his 1^st PJHL season and has no previous Junior experience either at the Major Junior, Junior A or Junior B levels.

c) Referee and Linesman of the Year Awards – The Director of Officials shall decide on the recipient of the Referee and Linesman of the Year Awards.

d) The Scoring Champion will be the player or players that have the most points based on the total number of goals and assists obtained during the regular season.

e) The Best Goaltender will be the player or players with the Best Goals Against average during the regular season. The goaltender must have played in 50 percent of the regular season games to be eligible.

f) Scholarships – The PJHL shall award three $ 500.00 scholarships each hockey season. The Scholarship award shall be known as the “Barry Karst Memorial Scholarship”. One scholarship will be awarded to the North Division and one scholarship will be awarded to the South Division. One scholarship will be awarded to a University or affiliate college student. One scholarship will be awarded to a SIAST or trade school student.

PJHL TROPHIES

If stored at the home of the recipient or the team of the recipient, must be returned to the PJHL Office or the PJHL president by January 15^th of the current hockey season. Any team failing to return the trophy by the above deadline will be fined the sum of $ 100.00 and may be disallowed from entering the PJHL playoffs until payment is made and the trophy returned.

ARTICLE 13 - LIFE TIME MEMBERS
The PJHL wishes to recognize individuals who have rendered significant service and demonstrated leadership in the advancement of the Prairie Junior Hockey League.
Members will be recommended by the Management Committee and voted on by members.

GENERAL RULES and REGULATIONS

   With the exception of those rules and regulations specifically mentioned and covered herein, the SHA rules and regulations shall prevail in their entirety where applicable, and therefore also the CHA rules and regulations.

     The PJHL mandates and uses ONLINE scoring beginning with the 2014 2015 season.

ARTICLE 14 – THE GAME

14.01 GAME TIME – Applies to all exhibition, tournament, regular season and playoffs games.

a) That no game shall be scheduled later than 8:30 p.m. unless agreed upon by both participating clubs.

b) All games are regulation time games; three 20 minute periods with a flood                                            between each period.

c)   Each visiting team must submit a game roster to the home team a minimum of 24 hours prior to game time. Failure to do so will mean the assessment of a $50.00 fine.

14.02 EXHIBITION AND TOURNAMENT PLAY- All teams wishing to participate in exhibition and/or tournament play must have clearance by the President. In some cases, SHA/Hockey Canada clearance may be necessary.

14.03 THE REGULAR SEASON - The length of the regular season schedule will determined at the AGM and will include no less than 15 home games for each member.

a) OVERTIME - REGULAR SEASON – During regular season games, if at the end of three (3) regular twenty (20) minute periods, the score shall be tied, each team shall be awarded one point in the League standings.

i) The teams will then play an additional overtime period of not more than five (5) minutes with team scoring first declared the winner and being awarded an additional point.

ii) The overtime period shall be played with each team at a numerical strength of three (3) skaters and one (1) goalkeeper or four (4) skaters without a goalkeeper for five (5) minutes. If a penalty is called a team can not play with less than four players. The non-penalized team would add an additional player and as soon as there is a stoppage in play after the penalized player returns to the ice, then both teams would revert to the correct number of players.

iii) Additional penalties to be assessed consistent with the rules in regulation time. The overtime period will be commenced immediately following a one (1) minute rest period during which players will remain on the ice. The teams will not change ends for the overtime period. Goalkeepers may go to their respective players’ benches during the rest period; however, penalized players must remain on the penalty bench. Should a penalized player exit the penalty bench during this rest period, he shall be returned immediately by officials with no additional penalty being assessed, unless he commits an infraction of any other rule.

iv) If the score remains tied a shootout will be used to break the tied score. The rules governing the shootout shall be the same as those listed under the Penalty Shot – Hockey Canada handbook.

b) SHOOTOUT

i) The Teams will not change ends for the shootout. The home Team will choose which team shoots first. The teams shall alternate shots.

ii) Three (3) players from each team shall participate in the shootout and they shall proceed in such order as the Coach selects. All players are eligible to participate in the shootout unless they are serving a ten minute misconduct or have been assessed a game misconduct, gross misconduct or match penalty.

iii) Once the shootout begins, the goalkeeper cannot be replaced unless he is injured. No warm up shall be permitted for a substitute goalkeeper.

iv) Each team will be given three shots, unless the outcome is determined earlier in the shootout. After each team has taken three shots, if the score remains tied, the shootout will proceed to a "sudden death" format. No player may shoot twice until everyone who is eligible has shot. If a player shots twice for his team before he is eligible to shoot, then his team will receive one point for the shootout loss and their opponent will be awarded the shootout win and receive two points.

v) Regardless of the number of goals scored during the shootout portion of overtime, the final score recorded for the game will give the winning team one more goal than its opponent, based on the score at the end of overtime.

vi) The losing goalkeeper will not be charged with the extra goal against. The player scoring the game winning goal in the shootout will not be credited with a goal scored in his personal statistics.

vii) If a team declines to participate in the shootout procedure the game will be   declared as a shootout loss for that team. If a team declines to take a shot it will be declared as "no goal".

c) OFFICIALS – To assist in the development of officials, the PJHL will utilize the four man officiating system, two referees and two linesmen for every game in the 2019-20 season.

d) All PJHL playoff games will utilize the four man officiating system, two referees and two linesmen.

14.04 PLAYOFFS - The playoff format shall determine at either the league’s AGM or the Scheduling Meeting. (See Appendix D)

a) Home ice advantage goes to the team with the most regular season points. In the event of a tie the criteria under Tie Breaking Procedure approved at the 2024 AGM shall be used.

b) OVERTIME – The overtime period shall be played with each team at a numerical strength of five (5) skaters and one (1) goalkeeper or six (6) skaters without a goalkeeper. (Subject to unexpired penalties from the previous period).
Overtime will be played in play-off games if the game is tied after three regulation twenty minute periods. The ice will be re-surfaced at the end of the third period and the teams would take the normal between period break and return to play a twenty minute sudden victory period. The teams will now change ends. If no goal is scored during the first overtime period, the above process will be repeated again until a goal is scored and a winner is declared. Any overtime period shall be considered part of the game and all unexpired penalties shall remain in force.

c) A one (1) day break must appear between each and every round of playoffs. The first game of the series will be played on the first day the round is scheduled to begin, unless both teams and the league agree to an alternate start date.

     All member clubs are advised to book Game #1 playoff ice rental dates well in advance of a series start.

      Penalty: If any team contravenes any of the above regulations a fine payable to the PJHL in the amount of $500.00 and a suspension of 2 games to be served by either the Head Coach or the general manager of the respective team will be assessed. In addition the offending team will forfeit the disputed game and the win will be awarded to the non-offending team.

d) Both teams must agree to all game times and playing locations (arenas) prior to the first game of the series being played. The President will settle any disputes.

e) PLAYOFF SERIES FORMAT
All playoff series will be;
i) home/away/home/away/home
ii) two home/two away/home/away/home
iii) any workable arrangement.

     The following guideline will be used by the league, if the two teams involved in a series can not mutually agree upon the playoff dates.

1. Series will alternate home games between the teams. The higher ranked team will host the odd numbered games.

2. Team “A” will be the higher ranked team. Team “B” will be the lower ranked team. (As per SHA regulation 3.09.01)

3. Both teams will have at least one clear day before the first game of a series. There should be one day between games. Back to back games may occur during a series, if necessary.

4. If Team “A” can not host the 1^st game of the series, then Team “B” will be given the option of hosting game one. Team “A” would then be given the option of hosting game two within two days.

5. A team may host a playoff game at a neutral site. If the travel distance for the visiting team is increased by more than 40 kilometers one way, the home team will be responsible for paying the visiting team $ 1.00 per kilometer, round trip for any distance over the 40 kilometers one way.

b) The maximum of 21 year olds allowed to participate in a game is two (2).

c) The maximum number of 20 and 21 year olds allowed to participate in a game is eleven (11), whether they are carded players or affiliated players, 21 year old players can not be affiliated.

d) Affiliated Players - All affiliated players must be designated on the game sheet by the use of the symbol “APM” if they are registered as a U18 player or “APJ” if they are registered as a Junior “C” player. A U18 player must wear a full shield or cage and throat protector.

e) If a team signs a 20 year old player who finished the previous year on a Major Junior or Junior “A” card as a nineteen (19) year old, the new player will count as two (2) twenty (20) year old spots on the PJHL team’s roster. (excluding players coming from NOJHL and SIJHL)
      If the player stays with the PJHL team the next year as a twenty-one (21) year old, he would count as the two (2) twenty-one (21) year old spots.

14.07 (A) OVERAGE PLAYERS – SHA 5.04.02 (f)
Each team will be allowed to card a maximum of eleven (11) players that are twenty (20) years old or twenty-one (21) years old.

     The maximum number of players that are twenty-one (21) years old will be two (2).

     The twenty-one (21) year old players, that are carded by any team must have been carded with that team the previous season as a twenty (20) year old and must be on that teams’ final February 10^th roster and must have played at least a minimum of ten (10) league and/or playoff games with that team the previous season. (for the 2021-2022 season, the player must have been on the team’s finals roster March 7th and the player must have played in a minimum of 25% of their team’s games or been on the injured list the previous season)

     Exception: A new team in the PJHL will be permitted to card a maximum of two (2) twenty-one (21) year old players, that were carded by any team in the PJHL the previous season as a twenty (20) year old and must have played at least a minimum of ten (10) league and/or playoff games with that team the previous season.

Note:
1) Eleven (11) Twenty (20) year old players and No (0) Twenty-one (21) year old players.

2) Ten (10) Twenty (20) year old players and One (1) Twenty-one (21) year old players.

3) Nine (9) Twenty (20) year old players and Two (2) Twenty-one (21) year old players.

Any Notice of Motion to Change rule 14.07 that is approved by the league will take effect the start of the 3^rd season after the Notice of Motion is passed. Example: a Notice of Motion to Change rule 14.07 passed in April of 2015 will not take effect until the start of the 2017-2018 season. Except under unusual circumstances where reviewed, voted on, and passed as a League.

14.07 (B) UNDERAGE PLAYERS – There is no restriction on the number of seventeen (17) year old players that a team can card. Each team will be allowed to card a maximum of two (2) players that are sixteen (16) years old. A team can not card a player that is fifteen (15) years old or younger.

14.07 (C) AFFILIATED PLAYERS – SHA 5.05.04 (b)
i)   The names of affiliated players must be filed by the team with General Manager Hockey Sask prior to using an affiliated player(s). Additions can be made to the affiliation list until the January 15^th deadline at 6:00 p.m.
ii) Once a player is affiliated to a team, they can not be Released as an affiliate from that team for that season unless released first from the team they are currently Registered on.
Junior B teams may have nineteen (19) specially affiliated players of whom   two (2) must be goaltenders from a lower Division or category of team within the Province with the following conditions;

A Junior B team may affiliate a maximum of five (5) U18 AAA players registered anywhere in the province.

City based Junior B teams may be allowed to specially affiliate players from teams in Minor Hockey that are within the city they are based with, plus a maximum of (3) special affiliated players whose parents reside within a 160 km radius of the teams centre.

Non-city based Junior B teams will be allowed to specially affiliate players from teams in Minor Hockey whose parents reside within a 160 km radius of the teams centre, if a city falls within said radius and has a city based Junior B team, then the non-city based Junior B team may be allowed a maximum of three (3) special affiliated players whose parents reside within that city.

Non-city based Junior B teams will be allowed to specially affiliate a maximum of three (3) players whose parents reside in a city that falls within the 160 km radius of its centre.

e) Junior B teams may be allowed to specially affiliate players from any Junior C team registered in the province.

14.08 TEAM COLORS – Dark team colors are to be worn at home, and light team (white) colors are to be worn at away games, from the beginning of the season until November 30^th. Light team (white) colors are to be worn at home, and dark team colors are to be worn at away games, starting on December 1^st and ending at the end of the season. A player that does not wear matching team colors (sweater and both socks) will be ruled ineligible for play until that player returns in matching team uniform. No other penalties will be assessed against the player not in proper uniform unless the player participates in the game after the team has been made aware of the players’ ineligibility. The league will deal with the player, and the offending team risks the outcome of the game for playing an ineligible player.

14.09 OFF-ICE OFFICIALS - Minimum requirements are a qualified scorekeeper and timekeeper. Penalty box keepers should also be used. The scorekeeper will record all penalties and goal calls as supplied by the game referee. As well the shots on goal and shots stopped by the goaltenders must be recorded for each team.

14.10 GAME SHEET - Each home team is responsible for supplying the game sheet (score sheet).

a) The game sheet is to be scanned and emailed to the League Statistician, the League Vice President – Discipline and the President within one (1) hour of the games completion.
      Penalty: A late fax will result in a fine of $50.00.

b) The League office will supply each team with a supply of 30 (page one) game sheets and 30 (page two) game sheets.

14.11 ONLINE SCORING

a) All teams shall use ONLINE SCORING for all games.

b) The home team must have complete game results posted on the PJHL website within one hour of the completion of the game.

c) The home team is encouraged to score the game live by recording goal scores, penalty infractions and any other information as it happens. If necessary ONLINE scoring could be updated at the end of each period.

      Penalty: Any game not posted on the website within one (1) hour of the games   completion will result in a $ 100.00 fine.

14.12 HANDSHAKE - There will be no handshake at the end of the game, with the exception at the conclusion of a playoff series.

14.13 POSTPONED GAMES – If the visiting team postpones a game, on notice of less than 72 hours, they will be assessed a $ 600.00 fee. The home team may waive the collection of the fee. The fee will be made payable to the league and the league will forward the funds to the home team to help cover costs incurred due to the postponement of the game.

14.14 SECURITY - Each home team is responsible to have at least two mature and capable people providing security for the visiting team. Time frame would be fifteen minutes before the pre game skate and fifteen minutes after the conclusion of the game. If security personal are not present and an incident occurs, the home team will be assessed a $ 50.00 fine.

14.15 LEAGUE SCHEDULE:

a) A fine of $ 3,000.00 for not playing all scheduled games.

b) The league schedule should not be changed once it is finalized.

             i) If changes are made the home team is responsible for advising the Director of Officials, the President, the Statistician and the Media.

ii) Changes to scheduled games must be arranged between the teams concerned.

iii)    Game changes should be completed at least seven (7) days before the scheduled game and a new date set.
iv) A game postponed with less than seven (7) days notice:

a)   Will result in the offending team being responsible for the non-offending teams incurred costs.

b)   The offending team may appeal to the executive, if the incurred costs are inflated.

                     c)    The game must be rescheduled within seven (7) days.

d)    The home team has five (5) days to find three (3) dates that do not conflict    with the schedule.

e)    The visiting team has two (2) days to accept one (1) of those dates.

         f)    The home team will be fined $ 50.00, if they do not find three (3) dates     within five (5) days.

g)   The visiting team will be fined $ 50.00, if they do not accept one (1) of those      dates within two (2) days.

h)   Note: A team could play with eight (8) skaters and one (1) goaltender, if necessary.

c) The league schedule shall be completed on or before the date set as the last day of the regular season. The last Wednesday of the regular season shall be left open to reschedule any games postponed during the last two weeks of the regular season.

d) If the two teams can not re-schedule a postponed game, the president or designate will set a date, time and a place to play the game. If necessary the league will operate the game as the league home game and all funds raised will be turned over to the league. A fine of $ 3,000.00 will be imposed on a team if they fail to appear and not play the game.

14.16 CONCERN REGARDING OFFICIAL –
a) Any concerns in regards to officials of the PJHL must be submitted via email in a professional manner to the Director of Officials and League Executive and no sooner than 24 hours after the conclusion of the game in question. The Director of Officials will completely follow up with any concerns that are addressed in this manner and will provide a response to the team and the League Executive. Violations of this policy will result in a fine set out by the President.

b) All emails/communication sent to the President and/or Director of Officials specific to concerns about officials concerning games played in the PJHL will be considered confidential and not be forwarded or given to those specific officials. The President and/or Director of Officials will use the information contained in the confidential communication to review or investigate the matter but will respect the intention of the sender that this communication will not be forwarded to officials or supervisors.

c) PJHL Video Review Procedure: (2024 AGM)
    The request for video review must meet the following criteria:
    - Play is deserving of a major penalty or higher, or a reduction of suspension.
    - Video clearly shows the incident and identifies the player.
    - Professional email to the League President and Director of Officials:
     - Outline the reason for the video review request.
     - Several key points for the call to be changed must be included.
     - Hockey Canada Ruke Book infraction.
     - 24 hours from the conclusion of the game to submit the review request.
- $300 video review fee. The video review fee is to be paid to the league within         48 hours of initiating the request for the review. (2024 Scheduling Meeting)
     - May be returned if the request is successful.
    - Review:
- The league will share the video with the other team and advise them of the review.
     - The Director of Officials will oversee an independent review committee.
- The Director of Officials will communicate the findings to both teams at the conclusion.

14.17 FACE-OFF LOCATION AFTER A PENALTY – When players are penalized at a stoppage of play, so as to result in penalties to be placed on the penalty time clock to one team, the ensuing face-off shall be conducted at one of the two face-off spots in the offending team’s end zone. The non-offending team gets to choose which face-off spot.

There are only four exceptions:

a) When a penalty is assessed after the scoring of a goal. (face-off at center ice)

b) When a penalty is assessed at the end (or start) of a period. (face-off at center ice)

c) When the defending team is about to be penalized and the attacking players enter the attacking zone beyond the outer edge of the end zone face-off circle. “Must keep two (2) men back of face-off circle on a scrum”. (face-off in neutral zone)

d) When the team not being penalized ices the puck. (face-off in the neutral zone outside the blue line of the team icing the puck)

14.18a TEAM ICING PUCK ARE NOT ALLOWED TO MAKE A LINE CHANGE –
Hockey Canada hybrid icing rule in place starting 2022-23 season.
When the offending team ices the puck, they shall not be allowed to change the players “on the ice”. Determination of players “on the ice” will be made when the puck leaves the offending players stick. If a penalty is called on a play that is a no-change icing that causes one team to be shorthanded, both teams are permitted to make a line change. Should a team elect to utilize their team time-out at the stoppage of play of a no-icing situation, the team that iced the puck is NOT permitted to make any substitutions.

14.18b TEAM SHOOTING THE PUCK OVER THE BOARDS FROM DEFESIVE ZONE NOT ALLOWED TO MAKE A LINE CHANGE
     Players (excluding the goaltender) shooting, batting or kicking the puck into the stands (over glass) from their own defensive zone will result in a ‘no change’ situation. Therefore, the offending team will be prohibited from making a line change due to this violation.
The Linesman should signal to the referee immediately to indicate if the puck went out directly, was tipped by a player, or went off the glass. Should a team elect to utilize their team time-out at this stoppage of play, they are still not permitted to make any player substitutions similar to the no change icings. Officials should record the jersey numbers of the players on the ice the ensure not change of players occurs during the timeout.

14.19 BACK-UP REFEREE – Where possible, the Director of Officials will arrange for a back-up referee (1) to be present at each of the games in the League Championship Series (Provincial Final). These back-up officials should consist of referees that have been selected to work the final series and if they are not available, a referee from the Semi-Final Series. The back-up official will be paid $ 20.00 per game and his mileage will be covered by the league with a maximum total payout of $ 800.00 combined.

14.20 RESTITUTION FOR DAMAGES – Restitution for damage will be handled by the team within twenty-one (21) days. If restitution for damages is not made within twenty-one (21) days by the team, the league will deal with the matter.

14.21 START OF GAME & PERIODS – a team must have at least one player make it to the ice surface when the clock has counted down to 0 at the beginning of each period. Failure to comply will result in a minor penalty (delay of game) to the offending team. The allotted time between periods is 15 minutes and the clock will not start until the Zamboni is on the ice. On the return to the ice, teams may only do so after the on ice officials are present and only the starting lineup will remain on the ice. All other players will go directly to their benches.

14.22 COINCIDENTAL PENALTIES - When teams are playing 5 on 5 and both teams are assessed only one minor penalty, the teams will now play 4 on 4.

14.23 REFEREE DEVELOPMENT & SUPERVISION – The Director of Officials will coordinate and monitor the development and supervision for PJHL Officials. The Referee Development and Supervision program will be paid by the league at a cost of $ 1,000.00 per team.

14.24 PAYMENT OF OFFICIALS – Referees and Linesmen shall be paid prior to the third period of each game by the home team. Officials will be paid based on the fees set by Hockey Saskatchewan.

14.25 PAYMENT OF ASSIGNORS - Referees and Linesmen shall be assigned by the Director of Officials or his delegate. The PJHL will pay an “assigning fee” of
      $ 11.00 per game for a three man system and $ 16.00 per game for a four man system, based on $ 5.00 per referee and $ 3.00 per linesman. The Director of Officials will submit expenses for assignors within 14 days of the conclusion of the league finals.

14.26 PLAYER SAFETY and INJURY TO A PLAYER
Situation 1:
When a player from physical contact with the opposition i.e. elbow, high stick, charging etc. causes a stoppage in play because the Referee was compelled to stop play due to the injury and applies a penalty. That player will be ruled ineligible for the next 5 min of playing time. This is to prevent players from attempting to draw penalties from apparent injuries or to increase penalty time. This does not include situations where no physical contact has taken place i.e. a puck to the face or the contact was not seen by the referee.
This is to ensure that the player is not injured further.

Situation 2:
A penalty is being assessed for a major penalty or match penalty due to INJURY to the victim. The injured player will be required to be removed from the game for the 5 minutes.

Situation 3:
A penalty is being assessed for a major or match but there is NO INJURY to the victim. The non-injured player could play immediately. Player safety is the main concern. I would expect if you gave a major or match for hit to the head or you had any concern for the victims health that you have the freedom to have him sit the 5 min.

In all situations the bench will be notified by a linesman of when the player can return to play.
The linesman will ensure if the player returns to play prior to the 5 minutes expiring, to blow the play dead and inform the referee of the infraction and the player returning to play to soon will be given a 10 minute misconduct.

Goaltenders are exempt from this ruling.

14.27 NECK PROTECTION
     The PJHL will adopt mandatory neck guard protection for all players, effective the start of the 2024-2025 season. All PJHL players will be required to wear protective neck equipment at all times while participating in on-ice activities, including PJHL games and practices. (2024 Scheduling Meeting)

     Please note that the following suspensions are only a general guideline and the League Office, or the President may issue suspensions that are more severe in cases of injury or any other circumstance that warrants a longer suspension. This is in effect for all pre-season, regular season and League Playoffs. (2024 AGM, change)

      15.6.02       Removing Helmet Infractions – Gross Misconduct
     Note: Clarification on Rule 10.06 / Rule 3.6 of undoing chin strap or tipping the face mask up. If the player does not fight, then the penalty would be a Misconduct and not a Gross Misconduct. If the player fights and the helmet/face mask remain on the player’s head during and after the fight, then the penalty would be a Misconduct and not a Gross Misconduct. (2024 AGM)

15.6.03       ACCUMULATON OF MISCONDCUTS AND GAME MISCONDUCTS
Game Misconducts that are automatic for Checking from Behind penalties are excluded from this total. Game Misconducts that are automatic with major penalties are excluded from this total. Misconducts that are automatic for Check to the Head minor penalties are excluded from this total. (2024 AGM)

If an official gives a player a Misconduct, a Misconduct and a Game Misconduct it shall be recorded in the accumulation category as two penalties and not three for suspension purposes.

15.6.05         ADDITIONAL PENALTIES
The following situations will draw the listed penalty time plus any other suspension assessed: (2024 AGM)
a) A player deliberately shooting the puck over the centre line to intimidate an opponent during pre-game warm-up will draw a misconduct to be served immediately at the start of the game.
b) A player who deliberately skates over the red line to retrieve a puck in the opposition’s end of the rink will be assessed a misconduct to be served at the beginning of the game
c) Any player who skates over the centre red line to intimidate an opponent during pre-game warm-up will draw a misconduct which is to be served immediately at the start of the game.
d) Players playing with their chinstrap undone or their helmet and visor worn in an upright manner in the pre-game warm shall be assessed a minor penalty (illegal equipment), (maximum 5 players per team) to be served at the beginning of the game.
e) Players who remain on the ice after the warning signal to leave the ice after the pre-game warm-up, shall be assessed a minor penalty that is to be served at the beginning of the game. A maximum of 5 players per team can be assessed this penalty.

ARTICLE 16 – SERVING OF SUSPENSIONS & PAYING OF FINES

16.01 - All suspensions are to be served immediately. They must be served in the next game of that member team’s schedule.

16.02 - If there are not a sufficient number of games remaining in the season to serve outstanding suspensions, a $50.00 fine will be assessed per outstanding game. If the player or coach returns to the PJHL for the following season, the outstanding suspensions must be served.

16.03 - The PJHL will honor all suspensions that are assessed in the SJHL & Hockey Canada thus preventing SJHL & Hockey Canada players from trying to avoid serving suspensions by playing in the PJHL.

16.04 RESPONSIBILTY OF TEAM
      It is the responsibility of each team to ensure players and team officials sit out their appropriate suspension. If a team is unsure on the status of a player or team official, it is the team’s responsibility to check with the league on status. Suspensions in the PJHL are handled by the Vice President – Discipline and/or the President. Teams are not responsible for a missed PJHL suspension if the team and the league have not been informed of the suspension by those in charge.

a)   Team official - not in dressing room before or during game on day of suspension. He is permitted in dressing room at the end of the game.

b)   Player - not to participate in game while suspended and team is responsible for players off ice actions during that time frame.

PENALTY: Coaches will be assessed a suspension of 3 games for playing a suspended player unless the league failed to notify team personnel of the suspension as outlined in Articles 16.04 and 16.08.

16.05 All fines assessed to teams for regulation violations must be paid to the league within 7 days of written, faxed or electronic assessment. The payment of the fine must be in the hands of an officer of the league within 7 days. The league may deduct points from the offending teams’ standing for violation of this regulation or take other appropriate measures as seen fit. The league can suspend the Coach indefinitely until payment has been received by an officer of the league.

16.06 PROTESTS - All protests shall be handled as per SHA constitution, bylaws, regulations and handbook, including rates for filing a protest.

16.07 APPLICATION TO SHA FOR A CONCESSION, APPEAL OR A PROTEST
     All SHA Concessions, Appeals or Protests must go thru the PJHL President. The PJHL President will inform all PJHL members’ teams, within 48 hours of receiving the application from the member team. PJHL members will be asked by the President to submit a decision either supporting or rejecting the application, within the next 48 hours. The PJHL President will then forward the application along with a PJHL stance based of feedback received from PJHL member to the SHA. The SHA will make the final decision and the PJHL will honor that decision.

16.08 NOTIFICATION OF SUSPENSIONS
     All teams and the executive will be notified by e-mail of any suspension handed down by the league.
     Suspensions will be listed by the rule number without details on the PJHL website or other public means. (2024 AGM)

16.09 SUSPENDED TEAM OFFICIALS
     The suspended team official can be present at the game. The suspended team official can not be in contact with his players or fellow team officials one hour before game time and/or during the game. The suspended team official may be in the stands on the side opposite the team bench or in the seating area behind the glass (concession area/lounge area). He can not be behind the boards at ice level (Plexiglas).

16.10 INELIGIBLE PLAYERS

a) A player is ineligible to play for a team until he has been registered by his team. If an ineligible player is played, the team will be assessed a $ 300.00 fine.

b)   A player is ineligible to play for a team if he is suspended by the PJHL, SHA or Hockey Canada. If a suspended player is played, the coach will be suspended.

c)   if an ineligible or suspended player is played, his team will default the game and be awarded no points for that game. The opponents will be awarded two points for the win. All statistics for the game will remain as on the game sheet.

NOTE:

Players registered online are eligible to play if they have “approved” status from HCR. The team must submit a copy of the signed card immediately to the PJHL by email on the day the card is signed and before playing the player.
It is the responsibility of the team to contact SHA if they are having difficulty carding any player.
The player can not play until the player receives “approved” status from HCR.
Reasons being denied by HCR can be missing documents, missing information on the application and attempting to register more players than permitted by SHA and/or PJLH regulations.
Procedure for carding a player:

It is recommended that the steps be in alphabetical order but it is not mandatory.

Player signs a PJHL agreement (player card/affiliation card).
The scanned copy is sent to the league office.
Register player on HCR site.
Add player to your roster after transfer has been completed by former team or shared team.
Submit roster and wait for SHA approval.

Teams can play a “pending player” but risk being charged playing an ineligible player if the player’s registration is denied by SHA.

16.11 IMPORTS
Each Junior team can have a maximum of six (6) Imports.
No player having Canadian citizenship shall be classified as an Import.
Any player who meets the definition of Import in his first season of Junior
hockey shall continue to be classified as an Import when registering to play
Junior hockey in subsequent season.
USA born players are Imports.
Non-Canadian and Non-USA born players are not allowed to play as an Import
unless they are deemed residents. (There parents have moved to Canada or
the player is enrolled in a hockey academy.)

ARTICLE 17 - PLAYER INFORMATION, RIGHTS & TRADES

17.01 All residential schools have the rights to any player going to that school.

17.02
a) Should a player leave a PJHL team via a trade or release of his Hockey Canada playing rights and play Jr. A, Major Jr. A, University/College hockey, Junior B out of province hockey or Outlaw hockey, that PJHL team should grant a Conditional Release. With a Conditional Release, that PJHL team will retain that player’s playing right’s in the PJHL, should he ever return to the PJHL. If a team does not submit a Conditional Release to the PJHL, the league will deem the player was given an outright unconditional release. If a player were given an outright unconditional release from his PJHL team, that player would be able to sign with any PJHL team of his choosing. All conditional releases are to be forwarded to the League office to ensure a player’s rights remain with said PJHL team.

b) A carded player released to play senior hockey remains the property of the team that released the player. If the player returns to the PJHL, the original PJHL carding team will receive the league maximum for compensation or an agreed amount from the new carding PJHL team. (2024 AGM)

17.03 All player trades must be approved by the League Office. All terms & conditions must accompany the trade. Teams should ensure that players would report to the new team prior to completing the trade. Cash Value must not exceed $1000.00 CDN per player. (2024 AGM)

17.04 Any player dispute will be handled by the executive of the PJHL in consultation with the SHA.

17.05 All player cardings, trades, and releases of players, are to be sent to the Vice-President and the SHA Executive Director prior to a player participating in a game, according to PJHL regulations will be subject to a fine of $50.00.

17.06 All teams shall be notified of any trades or releases of carded players. So our teams in this league have the availability to players being released.

17.07 TRACKING OF PLAYER AND TEAM OFFICIAL CARDS
     The Vice President and/or the President will keep a record of all player and team official transactions of each team in the PJHL. This will include the names, year of birth, dates of additions, deletions and trades. It is important to make sure of the number of twenty year olds, twenty one year olds and the number of cards available to each team.

17.08 TRADES, RELEASES AND ASSIGNMENTS
            a)       The PJHL team that trades a player to a team not in the PJHL
                   will retain that players playing rights in the PJHL, should he ever
                   return to the PJHL. (There are no restriction on time to complete
                   the trade and/or compensation).
b)      The PJHL will honor all trades, releases and assignment of players within the PJHL and the SJHL, as long as proper documents are sent immediately (within 24 hours of completing the transaction, otherwise the transaction will be in effect the day it is sent) to the league office.
All transactions must have the signature of the two parties involved in the transaction. (E-mails from both parties would be acceptable).

1. All agreements shall be clear and concise.

2. Conditional release without the conditions being stated shall become unconditional releases.

3. Players traded for a fee or other concessions and do not report or sign a card with their new team by February 10^th become a free agent.

4. The team trading a player will compensate the receiving team the league maximum of $1000.00 per player, if the player or players traded do not report and sign a card with their new team by February 10^th, unless a specified dollar value is in the trade agreement. (2024 AGM)

17.09 TEAMS PROTECTED PLAYER LIST
The Teams Protected Player List will be based on the current season and the previous seasons.
The Teams Protected Player List for the upcoming season will be the following:

Players that are registered on a Hockey Canada/SHA card after February 10^th of that season with that team to a maximum of 25 players. (2024 AGM)
Plus all Conditional releases to Jr. A, Major Jr. A, University/College, Junior B out of province hockey or Outlaw hockey.
Any players granted protection by SHA.
Any player on the Injured Players List 17.10

A Team Protected Player List for each team will be provided to all teams in the PJHL at the Scheduling Meeting.
If a player signed with a Junior A or Major Junior A team, the PJHL team would keep the players rights for playing in the PJHL.

17.10 INJURED PLAYER LIST
Teams may declare a player as being injured, based on proper medical certification being provided and transfer him to a special “Injured Player List”.
The SHA player registration card can be deleted after being placed on the “Injured Player List” by the president or designate.
Once placed on the “Injured Player List”, the player must remain on the list for a period of fifteen (15) days. Teams may return the player to the List for periods of fifteen (15) day increments.
The player must be placed on a SHA player registration card before playing in
a game, after being removed from the “Injured Player List”.

FREE AGENT STATUS

A player that was carded with a PJHL team as of February 10^th of the previous season and does not sign with that PJHL team or any other team will gain free agent status on January 10^th, or when his previous team uses their last card (whichever date occurs first).

A player that was carded with a PJHL team as of February 10^th of the previous season and signs a Hockey Canada/SHA card with a Junior “A” team and is released, will gain free agent status on January 10^th, or when his previous team uses their last card (whichever date occurs first). If the player was released by the Junior A team between January 1^st and January 10^th, then the player will gain free agent status on January 20^th, or when his previous team uses their last card (whichever date occurs first).

If a player is given an unconditional release during the current season.

A player traded to another team in the PJHL and is not carded by his new PJHL team before February 10^th of that playing season, will become a free agent on February 10^th. The player may be traded again without being signed but must be carded by the subsequent receiving team on or before February 10^th. If the player does not sign a card he will become a free agent as of February 10^th. Note: It is incumbent upon any receiving team to ensure that the deal be completed within the given timeframes.

ARTICLE 18 – LEAGUE BUSINESS

PJHL MARKETING INFORMATION

Teams must provide the PJHL Marketing person their logos and branding information as requested (vector file logos/ Team pantone colors etc) in a timely matter to allow the Marketing person to properly promote the PJHL and its members to potential Sponsors. Requests must be submitted by July 1 each season . Teams not complying face a $250.00 fine and will not benefit financially from any PJHL Sponsor revenue. (2024 AGM)

Player of the Month - Bill Johnston Division Recipient & Bob Dybvig Division Recipient. At the end of each month, PJHL teams nominate a player from their own team, or respective division to be recognized as one of the two players of the month. Teams must include a written description and statistics with their submitted nomination to the Management Committee. Players can be recognized for off-ice achievements and/or on-ice contributions to their team, statistically or otherwise. (2024 Scheduling Meeting)

Social Media Information - PJHL Teams will be separated into 3 Groups. Each group will be responsible to send the Social Media Coordinator content related to their team or community on the 1st day of the corresponding month, which will be every third month.

Group A - Rebels, Silver Foxes, Quakers, Thunder
Group B - Storm, Fort Knox, Chiefs, Royals
Group C - Capitals, Timberjaks, Westleys
Group A – June, September, December
Group B – July, October, January
Group C – August, November, February
The Social Media Coordinator will take the content provided to create and share the story/post on the PJHL social media platforms. Teams who fail to send content prior to the corresponding date, or within 24 hours will be fined $50.00 by the PJHL

All-Star Game

PJHL will vote on whether or not to have an All-Star Game each year. If there is an All-Star Game the PJHL Executive and each team in the league must have a team representative (Coach, Director, GM or Governor) attend the event. (2024 AGM)

PJHL Management Committee will develop the criteria and process for hosting an All-Star Game. (2024 AGM)

DONATIONS

The Management Committee will decide on which charity the PJHL will donate money on an annual basis. Teams may submit suggestions and worthy suggestions determined by the Management Committee will be placed on a list. It is suggested that the list gets rotated through prior to a charity receiving another donation.
